Hybrid for small person!

I am looking for a reasonable quality (up to £500) hybrid bike for my daughter (mid twenties), trouble is that she is quite small, 5ft 1 tall, any recommendations? I have looked at the boardman range as I have had a few of their bikes but the smallest is still a bit too big!

Evans? Plenty of small hybrids on clearance.
Decathlon? The flat bar road bike in S might be OK, it'll certainly be quick!

It all depends how far along the hybrid spectrum she wants to go - more road-bike orientated, or commuter-y, or front suspension/hard tail-style, miriad possibilites.

V-brakes are fine unless she's gagging for discs.
