No. The only thing controlled on the fuel price is the tax - just like in the UK.
In order to help competition in fuel supply, the state issued a law that all petrol stations need to report their fuel prices to a central database "MTS-K", in the minute they are changing it.
Theres apps available that report fuel prices in real time, so you can choose if you want to fill up here, or 50km away.
