996 battery charging via the cigarette lighter socket..?

Can anyone confirm for me that the cigarette lighter socket on my old 996-4S is / or is not wired to accept incoming power from another trickle charge source, and that power will end up in the battery to condition / top it up ...?

If I knew what the standard drain is on the car too with the alarm/immobiliser/tracker combined in Milli-amps..?, I could find something suitable to offset it. The car lives outside so a solar source seems sensible.
