In an attempt to educate the millions of numpties out there, how about introducing a Highway Code test that goes out with the VED reminders?
The VED application form would be invalid without a completed answer sheet accompanying it that attained a reasonable pass mark.
I reckon this would be easier and cheaper to implement than a repeated driving test and, although it would be open to abuse, if it forced the numpties to read the Highway Code once in a while in order to 'cheat' on the test, it has to be A Good Thing.
Obviously plenty of holes to be picked in this idea...
Sounds like a good idea in principle. As you say could be abused, but - in doing so they'd probably learn something.
