Tailback penalties

Well, here's a contentious one for you.

Using the M4 every day for my commute, I get so pissed off when there's an incident which causes a 15 mile flippin tailback only to find 2 muppets who had a shunt.

Most of these incidents are at low speed in cues and are usually the result of not paying enough attention to what they're doing. ie - driving! I lose count of the number of drivers I see busy reading/on phones/doing makeup etc.

How about fining these plonkers as a deterrent?

I'm not convinced a fine would work. No one intends to have an accident, so any fine would be extra pain rather than a deterrent.

Mind you, it'd be a bit of revenge...

This is exactly why there are 15 mile tailbacks - it's not the accident itself, it's the rubberneckers.

That could be done easily -

One traffic cop to sweep up the glass, the other with a speed gun.

Anybody doing less than, say, 60MPH gets a ticket.
