I'm in the process of servicing my winter bike and I decided to replace my headset.
Checked with LBS that the bearings were the same; the only difference being that that dust cover is much shallower and as such I now have a 10mm & 5mm spacer.
There is now however a small gap at the top that means that the top cap can't fully pre-load the steerer, as such the headset is now loose.
Do I need to have the steerer trimmed ever so slightly? There isn't enough space to add an extra spacer at the top.
Nothing is ever easy!

You need a bigger spacer at the top, or cut the steerer.
My 'cross bike has a three mil spacer on top of another spacer, it is similar to yours, it is more or less floating in fresh air, but I can't be arsed cutting down the steerer. Once the stem is clamped anything about the stem isn't doing a great deal anyway.
