Replacing Tyres and Inner Tubes

Im completing the Palace to Palace Princes Trust this weekend and need some advice on tyres and inner tubes.

Long story short but i have been training on a spinning bike at the gym and only been able to sort out my own bike this weekend as its been locked up for the past few years. Checked the bike over and everything is fine mechanically, but the tyres where flat and havent been used for a few years.

I was thinking about getting new inner tubes incase they where perished, but unsure about the tyres? Worth replacing or would the rubber be fine?
