mountainbike DIY question

Little boring intro, sorry...
I loved cycling as a teenager, and when i was about 15 i saw the add for this new Giant mountainbike in their bike magazine and really wanted it, so started saving for it.
I think i saved my pocket- and birthday money for well over a year at the time and finally bought my orange Giant Chicago from my local bike shop back in my home town in Holland.
Fast forward 15 years, i'm now living in England, and still enjoyed riding this same bike along the seafront here every now and then.
Untill september 2012, when it was stolen from outside our old flat. It was chained to one of those hooks ankered in the concrete, and it had a 2nd padlock on it chaining both wheels to the frame.
Very upset, i bought a cheapish MTB of ebay, but it didn't feel the same, and i didn't like it and it ended up at the back of the shed.
Fast forward to last week and whilst at work i drove down this road, litterly two roads away from where my bike was stolen 1.5 year previously and what do i see... some guy driving my bike! or at least something that looks very much like my bike!
So i pulled over and asked him to stop when he came towards me (and being in a high vis coat with a marked car probably helped a bit) and i asked him about the bike and where he got it from, and in poor english he stated "his friend gave him".
I said it looks like me bike, that i've reported stolen, and asked if i could have a closer look, so he got off and i looked at the markings and stickers, and found the markings i've had added to it by the Dutch police back home, including their local phone number, so i said it's my bike and i'm calling the police.
He then said he's flying back to malysia next week and doesn't want any trouble at the airport, and when i got out my phone he ran away.
I didn't really care, as i had my bike back!
I then rang 111 (which i reguarlly do in my line of work), realised i didn't actually want to speak to them, so hang up and rang 101, to speak to the police and report what just happened and get an incident number.
I then rang my manager and explained what happened, and he drove down with a collegue to drive my response car back to base 5 minutes away, whilst i rode my bike there. Happy days!
The bike was actually still in a good state, and all the thieving b
d who took it had done was change the front and rear mud guards, so they came off instantly, and i bought some new ones from a local bike place.
However, i can't seem them to fit properly, the little brake cable over the wheel is in the way:
Both brakes keep touching the mud guards so can't really have them on, and the other ones i looked at are all similar.
Can i replace the little silver "handles" that have the brake blocks attached to them, and if so what are they called and are they easy to swap over ?

What was wrong with the mudguards he put on?
Because they remind me of the thieving basterd that stole them.It had mud guards on it before it got stolen, very similar to the ones I'm trying to fit now.
I just want it to look like my bike again, like it was before it got stolen.
