19/23mm Inner tubes with 25mm Tyres

My new Conti GP4000 S IIs tyre and inner tube bundle arrived from Rose Cycles last night.

The tyres are 700x25 as ordered but the inner tubes they've supplied with them are 19/23mm.

Will these be ok ? Or should I use larger inner tubes.

Yeah - they get a bit bigger when you put air in them under pressure!
