156 2.0 JTS - surging at low speeds.

My 2.0 JTS is surging at low speeds - it does in fact remind me of a MK II Escort I once owned, with a very 'hot' cam.
It feels as though the engine is right 'off the cam' and it hesitates a little - there's no misfire than I can hear.
Changing down a gear results in smoothness again.
This seems to happen around 2k RPM - and it almost feels like fuel starvation.
The car pulls fine right to red line, and otherwise is ok - fuel consumption is very good too.
Is this the dreaded JTS injector problem?
