Knowing what you are worth....?

I lost my job about two years ago. I had been at the company for over fifteen years. TBH, I’m still not over it and have lost my confidence. I have held a couple of jobs since, but am worried that these were very low pay compared to my perceived worth. These were both Civil service based.....
How can you gauge what sort of money you should be on? Looking at job adverts doesn’t seem to work. I regularly apply for roles that appear to be well suited to my skillset, only to never hear back. This makes me think that these may have been fake jobs?
I have a reputable degree in Electronics and communications engineering. I have twenty + years of experience in the engineering world, including fifteen years at Nokia (various roles from RF design, through customer technical) management. I am a chartered engineer with the UK Eng council and IET, I am Prince2 qualified. I have customer facing experience.
I am a governor at a local school and last night approved a pay rise for the head teacher. I was shocked to learn that a head teacher at a small primary school can earn so much money....I don’t doubt that he works hard and deals with irate parents and grotty kids, but he is earning double my wages......
This made me think that the companies i have recently been working with are taking the proverbial out of me....
Any ideas how to accuratly gauge my worth and then apply for suitable roles? I consider myself a Technical project manager in the electronics, technology world with security clearance. I have experience of programme and portfolio management as well as change management including transformation.

>Set up a Limited Company, apply for PM job's (I see quite a lot advertised, two years ago my old company couldn’t get a PM for love nor money, it was a really sweet contract as well)
