Headset question (silly)

I know very little about bikes. I am, however, learning by rebuilding a 1980's Peugeot Carbolite racer.
I've just had the frame powder coated and I want to get a new headset.

My question is, are 1 inch threaded headsets universal? I am looking at this one, which quotes a stack height too:

Will this fit the old Peugeot?

I bet that powdercoating cost more than the bike! Had a carbolite when I was growing up. light it was not. still, fond memories of messing about in the woods on it.
