Changes to work when on maternity

My wife is on maternity leave and is entitled to a year. She helped see her maternity cover replacement into the role and had explained she will not be off for the full year - returning within 4-5 months time.
The cover worker has taken it upon himself to make some quite substantial changes to the working environment. He has moved several valuable items that were in secure rooms, to non-secure rooms to implement an office into the department. Something my wife felt wasn't needed given the nature of the department. The expensive items were for the use of a very limited number of people, but are now in rooms that can be accessed by everyone.
He has also been part of ensuring a part-time worker, my wife employed, has been let go from his temp. contract and has hired someone, my wife had previously interviewed and not considered a viable work colleague.
Another issue (although full details not known) is it's suspected he has used up the majority of the budget for this department and purchased some expensive equipment, that was regarded as unnecessary.
Other, less important changes have occurred to the overall running of the department, that had taken years to put into place and may be difficult to reimplement when my wife returns to work.
Out of curiosity, should my wife have been contacted during any of these decisions? Or is it as simple as, since she is on maternity leave, it's none of her business?

Any input very much welcomed, it's nothing too serious, but she's taken it to heart as she loves her job so much, and has frequently asked to be included in any decisions but it hasn't happened.
