No. Think logically about where the water gets in and how you child possibly solve it...the only way would be a cable tie round the top so right it hurt your ankle.
The smart money is on full guards which will stop 90% of th water that the front wheel bounces up off the frame straight over your feet. It's really got to be tipping down for me to get wet get with full guards.

IMHO overshoes are often ineffective and are a faff.

Anything that fits with elastic round your ankle is not going to work and that is the end of that. The only way to get around it is to have something fully waterproof (which is very rare) that goes over that part of the ankle, which again is very rare and wouldn't stay there for long without something holding it there.

The Northwave's keep my feet dry for over an hour and they fasten with elastic.WinstonWolf said:

You can ride through torrential rain with mudguards and toe covers and your feet will be dry FOR AN HOUR nothing will stop your feet getting wet on a 4 hour wet ride. Maybe those w

Even with full guards, my feet get wet on even a 12 minute ride.
I have SKS Chromoplastic jobbies - and the front has a pvc flap that drops down too. But when it rains in London, there's so much standing water that it must get squirted sideways and out past the guards. My guards are the MTB versions too, so they should be wide enough to catch anything.
I have Shimano MW80 boots and the weak points - as mentioned above, is the neoprene cuff.
The good things is that they're warm. So even though my feet do sometimes get wet, they do stay warm.

ker to dry if you hang them on the line the right way up, the water doesn't drain out
