I looked into this recently. As I usually wear 3/4 length padded bibs underneath I just bought a pair of cheap waterproof shorts off ebay (search for 'waterproof shorts' the make is 'location'). They are actually pretty good for £18.

MT500 Sprays aren't totally waterproof but they are great.
I tried fully waterproof ones (Venturis) and they were rubbish.

Altura Attacks 3/4 seem to do the job. Paid a lot less than the £62 they seem to be going for now mind you.

I use cut down ex army goretex trousers, £15 off eBay :-)
