Doing too many credit reports bad?

In the process of clearing up an error, I have checked my credit report with Equifax and Experian. I have not yet checked with CallCredit. I have noticed that in the search section, doing a credit report is listed.

Will this adversely affect my ability to obtain a PCDL?

Nope, searching your own file does leave a footprint, but this has no impact on your credit worthiness as it's not seen by lenders.
