Deferred promotion

I work for a large multi-billion pound engineering and service provider.
Back in April i went for promotion, i was offered the job. There is a company policy in place which states your old section can keep you for a maximum of 2 months, before you get promoted. However due to work load reasons this was extended for me to the end of august. I signed the HR contract stating the start of the new employment at the promoted pay band for this date.
However yesturday i was told that the work load was expected wont come till ATLEAST october, and that i might as well stay in my current section. I was taken a back a bit, seeing as i had prepared myself for starting the new job in 2 weeks time, and that i had waited so long already. I didn't really feel i could make a fuss as i havn't even started the job yet and i dont want to make the wrong impression.
After stewing on it i am pretty annoyed, it wasn't mentioned to me whether i'd see the payrise i was expecting on the date i signed. I can only assume i wont see a pay rise until i start in the new section; if not i'll be missing out on about £400 a month take home extra earnings.
How would you go about this?
Am i entitled to the increased rate of pay even though i'll still be doing the same job for the time being?
Should i just wait till October then say something if things look like they are going to drag on further?

My immediate boss has been excellent and tried to fight me corner. however now they are saying they are going to issue me with a new contract with a revised date.....i am.going to refuse signing this new contract seeing as i have signed one already and they are obviously not worth the paper they are written on....going to seek advice from the union now.
