Given that you have 300 people in a sealed tube its amazing they can control the temprature at all!
I'll take cool over hot and stuffy anyday. My missus is from CT so we fly down their often and invariable scoop up some hot desert air around North Africa and the decrepid BA 747's have trouble cooling it back down so often a hot hour while the aircon gradually wins the battle- its pretty horrid.

I have to say in the c.400,000 miles I've flown on airliners I can't ever remember being too cold (well apart from the -30C mornings at ORD whilst boarding). However I have been on flights a number of times where it has been far too warm and stuffy in the cabin.... So I'd suggest either you've been very 'unlucky' or are a cold-blooded thing who'd like the cabin to be sub-tropical!
Maybe they take the same logic as me... If you are in a hot room, you can't make yourself cooler. Yet if you are in a cold room, you can wear a jumper, cover yourself in a blanket etc to warm up.
That way everyone can regulate the temperature of how they want to be.
Orrrrrrrrrr the captain knows that scantily dressed women enroute to a hot destination will be putting on a show if its a little 'nippy' in the cabin.
