Is it hard to find good technical mechanics?

A friend of mine has been trying to find someone to fill a £30k diagnostic technician/team leader job in the West Midlands for a BMW/Merc/Audi indy dealer, but it seems she may as well be looking for a 3 legged footballer. Are trained techs that hard to find these days, or is there something keeping people away from that trade?
It's been a couple of years since I've worked in the motor trade, but I would have thought that salary being offered is pretty competitive, and it's in an area where I would imagine a lot of former motor-industry workers live.
Any ideas why there may be a shortage of skilled people?

What he said. Plus the lot in Crewe have started ramping up for that hideous SUV they're planning. I know a few people at JLR and they're so busy they can't find the time to interview people for vacancies. Even the F1 boys are on a recruitment drive at the mo with new engines and more testing next year. I'm on the mailing list for a few agencies and there's plenty of work around for experienced engineers and technicians at the mo with some very good rates being paid.
