bike fit on the hoods

I'm the sort of person who likes tinkering with things like bike fit (cheaper than buying shiny things
), and my bike when I bought it (second hand) had a stack of spacers beneath the stem. I've been progressively lowering it, and riding in the drops is fine - it's still a pretty relaxed fit for a road bike, with only a small saddle to bar drop. However, on the hoods my wrists are now bent downwards quite drastically and arms nearly straight - so wrists are uncomfortable. The flat part of the hoods are approximately level.
Am I right in thinking this is pointing towards my fit being a bit too long? Or are the hoods set wrongly? Or something else?
