Cycle to Work Scheme

Afternoon All, My employer is just about to start a Cycle to Work scheme that will go via one of the myriad voucher providers. They initially planned to use Halfords but due to an uprising by the anti Halfords/Boardman brigade they have went for one of the voucher schemes that are a little more widespread.

In my office we have circa a dozen people interested, around half of whom are the hardcore sort who are happy spend the full whack and top up the £1K voucher with anything from another £100 to £500. So in theory if the 12 of us go to the same LBS we could be bringing a shop circa £10-12K.
We are in Belfast and scouted out one of our LBS's yesterday who said while he was grateful of the business upwards of 80% of his customer is web traffic therefore the price on the web was the best price. We naively assumed that a figure north of £10K in a shops till would allow us at least 10%, maybe even more in the way of a group discount. The LBS chap said that these voucher schemes only pay a certain %age due to the fee for the voucher which makes some sense, these voucher providers are after all businesses and not charities. Therefore a £1000 only pockets him £900 and due to this he wouldn't do anything for us.
We still have a few places to sound out but i was wondering if anyone who has used one of these vouchers schemes with a group of employees has encountered similar resistance to a deal?
