radiator fan - next step to test

I know there are a few really good posts on here about testing the fan, but can't find them.
I've checked the fuse, checked the relays ..... nect step I seem to remember was "shorting" the otter terminals.
Is taking them off the otter switch and putting them together whats know as "shorting"? if the fan works, then otter is too blame?
