how do I capture flowing water?

Im a bit of a DSLR noob so bare with.
I have a nikon D40 using standard lense 18-55.
I was walking the dog down the beach and decided to try and capture the white water flowing around some rocks but to have the wish wash effect.
It was quite a bright day so I used the darkest filter I had ND8, camera in manual mode, smallest appeture and a lengthyish shutter speed.
The photos were coming out very orangey/bleached over exposed and I could hardly see any detail. I messed with appeture and shutter speed but just could not get the right combo, removed the filter and tried and the pics were over exposed, I varied the shutter speed but then the image would look ok but the water did not have the effect I wanted.
How can I get the image I want chaps?

what stength are the welding mask glasses? as i have a spare one somewhere.
is that where i mgoing wrong then? just the filter?
I do need a small apperture and a relatively long shuter speed?
