Cash for Crash in Letchworth

Just a heads up really
Colleague at work got caught with this on Tuesday evening
4 'students' from Hatfield uni going round Letchworth A1 round about, went to leave roundabout to go down slip road and suddenly stopped with nothing in front.
4 cars all piled into the back of each other
students got out all rubing their necks

Police attended but told him they couldn't do anything and it was all up to the insurance company.
He was pretty upset about it in the morning

Depending on witnesses, and a vehicle inspection, if there was nothing to cause the car to suddenly stop, I would have thought the police would look into driving without due care and attention? However, they would also state that any car driving into the back of someone who "may have performed an emergency stop" were driving too close?
