Seeking career change advise

My current area of work (Packet core) although once a great opportunity has been affected by technology and outsourcing to developing countries, looking ahead I know my current specialised skills will prove difficult to land a job.

My current skills aside from packet core, include IP and IP Security but we all know that those areas are overpopulated.

Here I am thinking that I need to make a change asap (32years) but would appreciate the input and knowledge from the PH community. I am open to all ideas, even doing another full degree, but whatever the path there has to be demand in the foreseeable future.

My thoughts currently:

1.- Do another full university degree, oil&gas or mechanical. Apart from the time and money investment I come from another country so I will need to check if the institution accepts my grades (they are good but I don't know how exactly they translate to A-levels)

2.- Follow a highly skilled path with low demand, a Registered Communications Distribution Designer sounds good, it's a 5 year path but gaining entry into this industry might be a challenge with my skills and lack of networking.

3.- Specialize in IP Security with CISSP certification or maybe IT forensics, IMHO IT forensics might prove the better option if I could get into the industry.

There is as I am sure you're anticipating no easy answer. I can spend many, many hours with clients helping them identify a trajectory then an action plan with the aim of bringing that trajectory to reality. There are so many factors involved that sharing just a few on here could be worse than providing no advice at all. PM me if that would be helpful. Good luck!
