Worst ever brake design for a bike

I just bought a second hand city bike to trundle around Geneva on, it's in great condition and was cheap so I can't really complain.

However...

The rear brake is the worst design I have ever seen on a bike brake system. There is a "drum" hub attached to the hub of the wheel which spins obviously, and then a sort of band that tightens against it when you pull the brake lever.

It works so badly, and the adjustment on it seems to allow you to have about 0.0000001mm of play in the cable before it's either jammed on 100% so the wheel will barely move, or, it's so slack that it won't close the brake and actually slow the bike down.

My Raleigh Charger BMX had matt-finish mag wheels and side-pull brakes using pads that were made from some sort of fabric. It simply didn't stop at all.

My electra cruiser has a V brake cobbled onto the front for the UK market which tries to grip the powder coated rims.
= squeally snatchy ste performance

It is literally horrendous, requires no less wiring than a v-brake, and actually requires more engineering from a mounting point of view and on the hub. I simply don't understand what they were thinking!
