What duristiction does a non traffic officer have on a dual carrigway / motorway? Can they pull you over for speeding, if so what do they need in order to prove you were speeding.

They would be discouraged from pulling you over on a motorway, they can certainly advise you about your speed and could always give your car a good going over and report you for any other offences. To 'do' you for speeding they would have to get the speedo checked against a calibrated speedo in a traffic car, or get a traffic officer to check the speedo on a measured mile
