OK, so the pay rate for a smoker is higher for obvious reasons. What's to stop someone starting smoking prior to taking out the policy?

No idea on Annuities, but i just took out a life insurance for my mortgage and they asked the question "Have you ever been a smoker?".

Mind you, if you got away with it you'd get the difference between a laughable and a pretty laughable deal.
