V8 Distributor internal adjustment question

Just a quick question - I have been working on a wedge and while it is running OK its not perfect - it particularly doesn't want to climb up the rev range cleanly.
I've lined up the timing marks on the front pulley to 6 degrees and when I remove the dizzy cap the rotor arm is not lined up very well with the No1 lead position, its about a third of the way to the next position, and thats not accounting for further advance you get from the centrifugal weights in the distributor.
Can this be adjusted in any way?
When I got the car there was a big tracking mark inside the dizzy cap where it had been tracking between 2 adjacent leads - maybe this was the reason?
Sanity check my thinking - the rotor arm goes clockwise from the top and twisting the rotor arm to feel it pull the springs on the weights is the timing advance direction.
Hope this makes sense.
BTW the cam does have lobes on it - both rocker covers have been off for gasket replacement and all valves go up and down!

Get No 1 at TDC on the compression stroke, drop the dizzy in so the rotor faces N0 1 lead, start her up and adjust the dizzy to give 28 degrees adv at approx 4K with the vacumn disconnected.
28 degrees is correct for mine but check what is the correct setting for yours.
You may have a torquey cam that doesn't want to rev easily?
