Looks like 'Modern no 20' to me.

Would it actually be a font?
I'd have thought it would have been drawn out by hand and then cut/cast to make a mould.

The 'T' at the top looks like Clarendon Extra Bold. The 'GLOSTER' bits looks similar to Clarendon but the 'T' in it looks wrong.
