Photoshop advice please

My wife only has one picture of her mother, and it is quite poor quality.

Would it be possible for someone to crop it to just show her mothers face(the lady wearing glasses) and clean the picture up so it can be printed out in a larger size?

And how much should we be looking to pay to get this done?

If that is the highest resolution of the picture you have I think you'd be better off having a skillful person making a drawing or painting on the basis of this. Even though there are some tools that can through calculation somewhat improve misfocussed or shaky pictures, it will never get that much better. This looks like an old snap where the unsharpness is also caused by the limited quality of the lens... I might be completely wrong and I'm no great PS wizard by any standard but this looks like a lost battle to me.

That is the one and only picture we have to work with.

We never thought about a drawing or painting, that could be a good idea, thanks

There isn't any detail in the picture to pic up on really. That's all I can do, someone with Photoshop Skills might be able to do a bit more, but without making stuff up it could be difficult. I guess you essentially need someone artistic to re render the image.

Thanks guys, it really looks like an artist is the way forward.

Anyone know what the going rate is for a pencil drawing, or oil on canvas artist?

I know a chap, PM for details if interested. But TBH it's not a great pose/expression as a starting point, and I think that if an artist tried to 'improve' it there's a chance your wife will say 'Oh actually that doesn't look like her'. If it was me I'd leave it as is and not try to bend reality.
