Helicopters over Woodhead pass 3rd Feb????

Driving over the Woodhead pass today about 3pm I noticed a helicopter flying low with something hanging from it's underneath. I saw it go back and forth a few times. As I got to the summit area, it flew low overhead, close to the road, hovered for a bit then headed off again. It was some kind of box on a long rope that was hanging from the underside.

There was another helicopter parked in the field, with a group of people. Think the helicopter was a Squirrel. Any know what was going on??

I've seen them while out walking in that area. Probably some form of re-seeding of the moorland or taking gravel to repair paths. When I saw them they were lifting stone slabs from the end of a track up onto a moorland path to stop erosion by walkers.
