Withheld wages question

Hey guys, I was hoping for some advice. Basically my partner wasn't paid for over 100 hours work last month, the company blamed a clerical error and said the money would be added to this months wages. Pay slip comes through today and the money hasn't been paid again. She has tried to contact the office of the employer but has been told the person involved is out of the office untill Monday.
Does anyone know what her rights are with regard to the money? Can they fob her off for another month? Have any laws been broken here?

Yes, laws have definitely been broken. Is the employer financially secure? I beleive ACAS and/or CAB are the correct avenues here.
