That decision perplexed me too, why break a nice piece of dual carriageway.

Received this response this afternoon:

"Dear Mr.......

Thank you for your email dated 13/1/12 that has been passed to me for attention.

As you are aware, there is currently a hatched area on the southern side of the sharp right hand bend on A30 Star Hill, where the dual carriageway reduces to single lane. The hatching currently starts in the middle of the curve of the bend, and we were proposing to increase the hatched area by bringing the lining round the bend in the southern direction by a length of approximately 40 metres. These measures were designed to assist in both improving visibility to warn motorists that the dual carriageway has changed to single carriageway status and help reduce speed into the bend thus avoiding the instances of late lane changing.

We recently installed additional signing which appears to have helped the situation. In light of this fact and the high traffic management costs involved with changing the lining regime at this location, it has been decided to put any further casualty reduction measures on hold. However should the injury accident situation worsen it would be prudent to examine the issues again.

I trust this information is of assistance to you, and if I can be of further help please don't hesitate to contact me.

Kind Regards,
Claire

Thank you to everyone who emailed in about this!

The Transport department at the Hampshire council has changed their mind and cancelled the change as a direct result of our lobbying!!

It returns some of my faith in the system, but does make you wonder why they originally decided to make the change as they were unable to provide any justification for the change when questioned on it!
