A recent discovery for me is Pascal brasserie in Hove. Excellent food at a reasonable price, and the service is excellent. We had a bottle of house champagne, oysters, two starters, two mains, a coffee gourmand followed by two Janneau. It came in at £100, really good value for the quality and service.
For drinks there is a lot of choice, what sort of bar are you looking for?

This place has looked after me before:

It is in the Marina but did offer decent parking facilities for the toy in the multi storey and it is very easy to get to and from the town centre via bus and taxi. Bar and restaurant are OK as well

Stayed here in September last year, was nice if a little over priced for what it is, parking needs to be pre booked and is also a liittle pricey, taster menu in the restaurant was outstanding and very good value.http://www.therestaurantatdrakes.co.uk/
the Thistle in Brighton is well presented and deals are often online through laterooms etc if you want plain and straightforward but upmarket on the seafront. Many consider it to be better than the Grand but I haven't stayed there so can't comment personally but would imagine the Thistle lacks the history and 'impact' no matter how nice. (snazzy underground lido though)
You will pay a good 20 nicker a night to park anywhere that is halfway decent and near the seafront though so take this into account.
For food take your pick - there are so many great restaurants in walking distance of the seafront you will be spoilt even this time of year. What cuisine do you fancy? There have been threads about the food in the past which from memory all offer very good advice.
Be aware the local weather can be horrid this time of year - a brisk walk along the seafront can be a dousing in torrential rain without warning despite any apparent romance.
Lastly - if open go on the 'spinny roundy' ride at the end of the pier - scary as hell but well worth a go!

depending on location, the underground ncp on the front [sorry, can't remember the name of the square] is £8 a night. i stayed at the queen's hotel last time which was ok but not impressive.
do check the link i posted above, excellent restaurant and very good VFM. i was alone (business) and everyone else in there were couples all loved up.

Hotel du Vin is nice, either for a stay or a meal.
was there on Sunday night, tables especially the deuces were so close together thought we were in wagamama's, for good service and nice atmosphere try Cote in Church St http://www.google.co.uk/search?sourceid=chrome&...
I ate in Cote and didn't rate it at all. In fact out of the large group of us, I was the only one who got a decent meal (swordfish). The rest was very ordinary and uninspiring. The wine was good though. Have only been once though so we could've been unlucky.
Really like Riddle and Finns, but I think it's slightly over-priced. To be honest the oysters at Pascal's were better (and cheaper), but you get a larger choice at Riddle and Finns, and if you like seafood they are the best place to go.
Due South on the seafront is good (but pricey), and last time I was at The Gingerman in Hove it was excellent.
