Yes they are to protect against flash fires, normal white overalls are worn by officers (usually engineering) when doing dirty work. Blue overalls are worn by both Junior and Senior rates. The hoods and gloves come separately and are worn when the ship it at action stations.

If you're refering to the Millies last night, for info ,the reason everyone was wearing white overalls was because they are called 'action overalls', they get issued at times of war so our enemies can't distinguish between officers / junior rates. Hope this helps!
