London driving charges delayed

"The Mayor of London, Ken Livingstone yesterday warned that the scheme to charge motorists £5 to drive into central London is set for further delays. Mr Livingstone said that this is due to legal challenges from Westminster council and new technology. The congestion charge has already been put back from January to February 2003 and could now be put further back to Easter."
