If you put it into the fridge immediately (think it's within 1 hour) then it's perfectly ok to re-heat it.
If you leave it lying around for more than hour after cooking it the first time then definitely DO NOT use it or re-heat it.
I always suspect that the idea that old rice is so nasty comes from the fact that much of the world where rice is eaten is hot and poor and doesn't have any refridgeration. Therefore worldwide re-heated rice probably causes more illness than any other left over food.

In answer to OP's question, it depends on the weather. If it's warm summer months, I would cook rice, eat and put the rest away in a fridge by the time the rice cools. If it's winter, leave out and eat next day for lunch, no problem. You can choose to warm it up but this is more to do with taste preference rather than killing bacteria.

Rice is commonly associated with Bacillus Cereus, which is a spore forming bacteria. Boiling (@100 deg. C) will not kill the spores and they will then start to multiply when the rice cools. If you put the rice into the fridge it will bring the temperature down quickly and limit the time the spores have to multiply. Leave it out and the bacteria will grow on top of each other and the ones in the middle will start to die off and they will then create Bacillus Toxin. This will make rusty water come out of your bottom. Cooking the toxin will not make a difference.
