You'll only get a "Racing License" in the USA (or Canada maybe).
However, in the UK you can obtain a "Racing Licence" from the MSA. If you go to www.msauk.org you should be able to find out all you need to know about how to obtain a UK racing licence.
Essentially, "Competition" licences are split between "Non-Racing" and "Racing" categories. Non-racing licences alow you to compete in Sprints and Hillclimbs. You need a proper "Racing" licence to drive in a full blown race.
