Legally and morally what could/should the general public do in response to these riots?

Given the police really can't control the current situation, there should be an emergency act of parliament (or whatever it takes) legalising that anyone defending family/property will be treated with extreme leniency.

First send in Dave to Hug a Hoodie ;
Once he has been dismembered use whatever force is available ( police, army , vigilantes, ) to round up some rioters , bystanders, wandering news reporters , etc . Then Crucify them , one every 400yards around the north and south circulars . We need to be careful we do not overreact .

If you have a problem,
if no one else can help,
and if you can find them,
maybe you can hire: The A-Team.

Or even better;
