Numpty Q about fitting tyres to 700c rims.

I've always had to 'thumb' the tyre over the rim. sometimes with more effort than others.

This time however, I'm trying to fit a new Schwalbe 700X25 tyre onto a new wheel and I seem to have spare tyre, that I can't tuck into the rim. Are some rims coming up small? (it isn't exactly a premium wheel).

Not trying to be funny here, but are you sure it's a 700c wheel, or have you got hold of a 650c or even an imperial sized wheel? If it's a new wheel, could it have been incorrectly marked up when sold. Check it with a tape measure against a wheel you know to be a 700c rim. The bead of the tyre should fit snugly under the 'hook' of the wheel rim, or it will roll off when inflated. All rims of a given 'nominal' size should come out at the same 'actual' size give or take a couple of mm, depending on the tolerances of the manufacturer. Even a lower quality rim should be very close in actual size to it's claimed dimensions.

depends on the tyres, some wire beads are an absolute shi**er to put on, a bit of washing up liquid does the trick. folding tyres are far easier to get on put have softer sidewalls...

As has been said, you may just have a swine of a tyre - Shwalbe Blizzard Sports generally leave me cursing whenever I try to fit them! Partially inflating the inner tube helps a little (but not much), I had to buy better tyre levers last time....

The problem is...the tyre seems too big!!!

(or the rim too small)
