Engine for Hardy 18?

Well, I'm still searching for a boat.
Freeman 22's seem to be the favourite so far, wouldn't mind a look round a Shetland 610 too but not wanting to rest on my Laurels, enter from stage left: Hardy!
I've seen a couple of Hardy 18's (and even a 20ft Family pilot!) for sale in my price range most are without engines. I was wondering what would be the best outboard to get for my use?
I keep hearing 50hp+ to get it on the plane for 20+kt top speed. As nice as that sounds, 90% of my use will be on the broads with a 5kt speed limit.
I was thinking of something about 25hp. I'm hoping that would give me decent manouverability, not be too hard on a 2-stroke (I hear they don't like long periods at low revs) but still be enough if I do have a quick jaunt out to sea.
Do I need long or short shaft?
If I came across a 50+ engine at a decent price would it be "unsuitable" for my main intended use, or just as good as a 20-30 but with a bit in reserve?
What speed would I see with a 4hp Auxiliary?
