Does anybody know what the rules are on road humps (aka sleeping policemen)?

For example, is there a maximum height, size or gradient?

What happens if your car is damaged by one - my 3000M grounds on the new ones that have been put in place where I live - and I soon will not be able to get the car out of our road as the council seem to be putting these humps everywhere!

These new humps have been put outside of a school - as well as a 20mph speed limit being enforced. Now, I have no objection to driving slowly past schools, when the school is in session, but at 2 in the morning? What is happening now is that the children cross the road anywhere and ignore the Zebra crossing outside of the school, because all the cars are going so slowly - surely a receipe for an accident.
