If the EU is demanding 5%, that's because it expects to settle at 3% and allow Cameron to go home proclaiming victory.
Thus Cameron gets to roll over and give the EU everything it wants, increasing the tax burden on you and I, at the same time as prancing about like he's actually achieved something.
In other words, precisely the same as last year's budget "freeze".
