Recommend me some video editing SW please

I have collected wmv files of my children via a webcam as they have been growing older.
Its about time i archived these, but i would like to be able to view them on a DVD player.
Can anyone recommend some (preferably free) SW that i could use to burn these to DVDs? It would be nice if i could add chapters etc.....
