As stated i really should know how to do this but want to make sure first. Below are pictures of my racing bikes front derailier.. How do i adjust it to move the derailier closer to the frame ? The front will not drop from the top cog to the middle cog

See those 2 screws in the last pic? They adjust the range of movement of the mech: one does the inner movement (i.e. how far it moves in the small ring position) and the other does the outer movement (to stop the chain going off the right of the big ring). Unfortunately I can never rememeber which screw does what but usually you can look at the mechanism and see for yourself!

Loosen the left hand screw in the second picture.

Then discover you've done it slightly too much and drop the chain a lot. Then adjust it back the other way so it changes, but is slightly too difficult. Repeat ad infinitum.

It is the obvious way round, so easy to remember.

As you are looking at that pic the screw on the left does the movement on the left (the inner movement as you describe it). The screw on the right does the outer movement on the right.

It's also worth while checking the cable, as with a bottom pull if the cable is too tight it will stop it dropping low enough (to the small ring) Remember there is an adjuster on the lever too.
