I always thought there was a government/police base register for bikes and owners. For in the event that some scum bag make off with your bike and the unlikely event the police recover it they can track the owner down etc. Or am I just making this up?

Sorry mate there's nothing like that

Those invisible paint markers are about the best you can hope for in the event of a theft. Or alternatively pop a piece of paper with your contact details sealed inside a plastic bag down your seatpost. In the event the bike was stolen and then ever serviced at a bike shop they may find it and realise it's a stolen bike.

The only police help with a stolen bike is to have them stamp your postcode on the frame.
