PS3 hard drive upgrade

I've ordered a couple of new hard drives, one for the MacBook and one for the PS3 as they're both getting full. I'm ok with the screwdriver bit with the PS3, not so much with the backing up. To reduce the backup file size, can I get rid of game installs but keep my game saves? So that when I transfer to the new drive I can reinstall the games and carry on where I was. As I understand it the backup drive must be FAT32 which has a 32 gig limit, so I'll either have to faff around with backing up to several FAT32 partitions or get the backup size down to less than 32 gig without losing important stuff.
One other thing I just want to confirm. If I delete PSN download game data, I can delete the games, keep the saves and re download the games without paying for them again?
