Skylon is not new. It is a refinement of the 25 year old HOTOL concept. I've spoken to the "brains" behind this, Alan Bond, and they are making (extremely slow) progress.

I remember seeing HOTOL on Tomorrows World as a kid.

Apparently Skylon has just passed an ESA technical review (although without the money to build anything how much does that mean?) The Regsiter has a story on it here: http://www.theregister.co.uk/2011/05/24/skylon_esa... (Skylon is a topic they've covered a few times).

The real special sauce seems to be the compressors that allow it to use atmospheric oxygen for the rocket engines.

We had John Scott-Scott of Reaction Engines Ltd testing the naceles of the HOTOL in our windtunnels many years ago. Thought the project had died, so a bit surprised that this is being brought up again.
