Strange shifting problems

I was recently going to go to a Cars and Coffee event near me. I had a hard time putting my 1975 Lancia Fulvia1.3S in gear but finally went. I stopped at a red light, and when the light turned green, it would not go into any gear. I shut off the engine and I had absolutely no problem shifting, but when I turned the engine back on, it wouldn't shift. My Lancia guy told me to send him photos and videos of the clutch cable, which I have attached here.
We discussed the problem and most likely determined the cable itself is fine; other possibilities thrown out were the flywheel and pressure plate.

What do you much more knowledgeable Fulvia people feel might be the problem?

I'm not a Lancia owner, but from the symptoms it is clear the clutch is not releasing fully. The most likely cause is a mechanical failure in the actuator arm, cable connection to the arm, the table itself or the cable connection to the pedal. I don't know whether it affects Lancias, but on some cars the pivot of the actuator arm can eventualy wear so far that it becomes dislodged, leading to reduced clutch travel with these symptoms.

@greenv8, thank you for your reply.

I had a friend press the clutch pedal and it seemed to travel fine as does the pedal itself, with no problems returning to its normal position. What is strange is that I can shift into all 5 gears and reverse when the engine is off, but not when it is on; weird
I have a video of the cable moving and returning, but I can't seem to post it or a photo of the cable itself.
